you should have it, fourth or fifth tool from the top of the tools palette.

Welcome to Affinity Forums :)
The Corner Tool is available in Designer 1.6.1 (fourth icon). Other than that you aren't missing anything. The update has been delayed a bit to ensure compatibility with the upcoming Affinity Publisher app. It will howver contain lots of bugs fixes/new features implemented during all this time. If you are willing to give them a try you can download the latest Affinity Designer Customer Beta or wait a little more until the new 1.7 is released.
