The iTunes Music Store (iTMS for short) does not sell applications, but if you mean the Mac App Store (MAS for short) that is accessed through the "App Store ..." item on the Apple menu of a Mac, and if your other laptop is a Mac, then yes, you can install it on as many Macs as you own or control. On your other Macs, you just need to open the MAS, sign in with the Apple ID you used when you bought Affinity Photo, clic on the "Purchased" tab, find Affinity Photo in the list, & click the install button.

If your other laptop is a Windows PC, you would need to buy a license for that, either from the Affinity or Microsoft store.

I believe that iTunes is the "store" for iOS, and thus is where one would buy the iPad versions of the Affinity applications.

Apps for iOS used to be sold through the iTunes Store, but they’re now sold through the App Store.

Yeah, to keep things <cough> 'innovative' Apple divided its iOS stores into a separate "iTunes Store" & an "App Store." If they cared about consistency & reducing confusion, the iOS App Store app would be renamed "iApps Store" or something like that to clearly distinguish it  from the Mac App Store app, & the iTunes Store app would be renamed with something that replaced "Tunes" with "Media" or some such because in addition to selling music, that store sells & rents movies & TV shows. There is also a separate "Book Store" app that uses the name "Books" on iOS devices while its counterpart on Macs  is the "iBooks" app. :S

Making it all even more confusing, the licensing terms & conditions for all these things are combined into a single "Apple Media Services Terms and Conditions" legal document, one for each country or region where Apple has a presence. For example, this is the US version & this is the almost identical UK one. As a result, it is so convoluted that the "All Services" section largely doesn't apply to app purchases. :(
