Update All TOC causes problem

Changes to  the TOC via Paragraph Leading are undone by the "mandatory" TOC update.

Hi EdK,

We would expect local formatting applied to a TOC to disappear if the TOC is regenerated. Changes to TOC formatting should be made by modifying the styles the TOC uses.
