I know designer works in the exact same way but to me, it's more an object instead of layer. Ideally, layer it should be a section where you put more than one element. Is it just me that is something the Adobe does really great? I going to use just Affinity for my Freelance work but using both I can say is one of the few things I think Adobe does better. Quote

Publisher uses the same file format as Photo and Designer and layers must work the same way. What you are asking for is what has been referred to as "Global Layers" in various threads on the forum. Support for this will probably be added at some point but we don't know when. Quote

Hello @marcoborghesi, basically this functionality is already there. You can create an empty layer with the icon at the bottom right and drag those objects that are supposed to be in (or on) the same layer in there. You can rename and color this layer with right click > properties. You can add new objects to the layer by clicking on an object in the layers panel and creating a new object.
