So after I posted this question, I set the Flood Fill Tool [G] to 100% Tolerance and unchecked "contiguous". That did the trick. But a keyboard shortcut would be convenient. If you delete part of the top layer / image, the bottom layer (background) is displayed. Alternatively, there may be Fill Layer (Layer menu, New Fill Layer).
