Can you type where you want rulers to start after drag

I'm new to this but when I'm trying to drag to a specific ruler measurement I can't stop it exactly where I want it. I can get it close but not exact is there a way to input exactly where I want the guide to stop.

Yes there is the "Guides Manager" in the View menu where you can tweak and setup your guides.
