Curser not in correct location with special fonts

In using the Beta Publisher software, I found an issue with special characters.  In Romanian, we use the ”ș, ț, ă, î, â”.  When those characters are present, the text curser does move between the letters as normal.  It does not move to the left of the character but stays only to the right.

Whether with Romanian characters or with regular English characters, the text cursor moves to the left when moving word left with Ctrl+Left, and to the right when moving word right with Ctrl+Right. This is different behaviour to other Serif software, where the text cursor always moves to the left of the next letter, never to the right of it.
