I purchased the designer app through the windows store for my tablet. I would like to download Affinity designer on my desktop as well. The download link or product key from my purchase is not in my account. Just the beginner trial. Can someone help me?

It might be useful to post this question in the Customer Support section of this particular part of the Forums.    Someone who can successfully help you should find your question rather quickly — even over the weekend.   Hope this helps a little!!

If you purchased from the Windows Store, then as long as you logon to the Windows Store on your desktop, using the same Windows identity as you used on your tablet, you should be able to download it again. After signing in, click the "..." icon on the upper right, choose My Library, then click on Owned, and you should find it available in that list to be installed.

The Windows Store is a website. Every computer with an internet connection has the Windows store

https://www.microsoft.com/en-gb/store/apps/windows

But can one get access to prior purchases of Windows apps, and download them to run, if one is not on Windows 8 or 10?

And if @AveryLuke's desktop is Windows 7 then the Designer version from the Windows Store wouldn't run on it anyway; the Windows Store versions require Windows 8 or 10.

What if my desktop does not have the windows store?

If you purchased it from the Microsoft store, you will need to install it on your desktop via the 'Microsoft Store' app.  Therefore your desktop will need to be running Windows 10, 64-bit (x64), version 14393.0 (1607) or higher.

If your desktop is running Windows 7 or Windows 8, it may still be possible to upgrade to Windows 10, I don't know.  The official Microsoft offer to upgrade to Windows 10 for free using the 'Get Windows 10' tool (GWX) ended in 2016, however as of 29 October 2018, it appears Microsoft may still be allowing their activation servers to activate Windows 10 if the machine has a genuine Windows 7 or 8 licence.

Is it possible to get a refund from the windows store purchase and then purchase it from the affinity store?

If you purchased recently enough, and if the terms of the Windows Store allow it, then yes. But you need to work through the WIndows Store and Microsoft to do that. Serif and the Affinity Store know nothing about purchases via the Windows Store and can't do anything about refunds for purchases from sources other than the Affinity Store..
