Selection tool

Hi, is there a selection tool like this in PS?

There is on the top controlbar a button for this ...

... which masks the area and pops up a coresponding panel for fine tune settings.

Thanks a lot, I've tested a bit, that's an interesting approach, but Auswahl verfeinern/refine selection globally affects the entire selection. Very accurate local selections are not possible. To easily select areas with soft borders I miss a simple soft brush.  I suspect it is not possible to combine hard and soft edges in a selection
