This is just a guess, but if you tap on that blue link seen on the screenshot could it possibly take you to somewhere where you can request a refund? Since this apparently is an issue with the App Store I’m pretty sure you’ll need to contact Apple to get your money back. They’ll hopefully see that there’s a problem in their system that allows you to buy and download apps that don’t actually work on your device. App doesn't work or behave as expected may just be an installation issue or bug. Hence refer to developer. Try resubmitting as per above.
