Is there a way to save files as templates?

HiOnly manually.

Create a folder. Create empty documents setup as you want them and save them in that folder using descriptive names. 

When you want a particular style of document, open that folder, pick the appropriate file, open in Publisher, and Save As under a new name on an appropriate different folder.

(This thread would be more appropriate in the Feature Request or suggestion forum, rather than a bug report, by the way.)
