It exists in both applications, Shu. It's just in a different place on the Tools list by default: top for Photo, bottom for Designer. EDIT: Sorry; I missed that this was in an iPad forum. For me, the last icon on the toolbar (left) is the color picker tool (Designer for iPad version 1.6.3) I can use it in the macOS version of Designer, though.
