HEIC file format is not supported for photos imported from iPad or iPhone with the new High Efficiency compression used with the latest iOS software update. If file is imported, Publisher cannot save as it says it cannot read to that file. Removing the HEIC photo allows Publisher to save. Likewise converting HEIC photo to jpg and then importing allows Publisher to save. It seems to require an automatic file converter when importing HEIC files. :)

Thanks RAB

There have been some HEIC comparability improvements in Photo so hopefully these will come to Publisher also, but for now I shall log this with the development team

Cheers
