Welcome to the forum!

Not sure what you mean here. I do see three pixel layers in that APh doc and when exported as a PDF and afterwards opening the generated PDF file in APh I still see those three layers (?).

Thanks for the reply. I see the layers if I open the pdf in APh as well. But if you open the pdf in Acrobat or Bluebeam do the layers show up? Should they, or is that not possible?

Hi redbrd19 and Welcome to the Forums,

This isn't possible in Photo as it doesn't have an empty 'layer' as such to work on.  You have pixel layers, which are different to a normal layers.

However, Affinity Designer does allow for this as it has a standard blank layer you can insert and then as long you place items on the layers, when you view the exported PDF in Acrobat, you'll see the layers.
