Hi jboone

If you have the contents of a text frame selected only the text will be deleted using the delete key, If you use the Move Tool to select the frame itself, the delete key will remove the text frame.

Or you can delete it using the Layers panel.

Ok JFisher I will give you that one.  I noticed a blinking bar after I selected the frame but this goes back to my other comment of releasing the tool after an action of at least release it back to selection tool with double escape.

That sounds like a feature request, not a bug, and should be addressed in the discussion/suggestion topic for Publisher.
