There is standard CTRL+Z/CTRL+Y undo/redo and history panel. How is it possible to overlook it?

 Sometimes it helps to see what you are actually "undoing."  You can also go up to EDIT>and click on the first option under it: "Set ... and what ever the last thing was that you did" if you want to undo a single action.   You can then click on EDIT>Redo...  if you change your mind.    Publisher is so full of neat things that it is a little bit daunting to find them all right away!!!

As a PagePlus user (probably using PagePlus X9, rather than the very much older PagePlus 9 without the ‘X’) the OP is almost certainly on Windows. Many PP users seem to greatly miss the Undo/Redo buttons, but I have to say I much prefer the ease of use of the History panel.
