Bullet Issues??

I noticed that when using bullets I can create a heading with a bullet then return and tab in to create a nested bullet. That works fine and I can now return to a third line; however, when I "command ]" to go backwards to create a new bullet heading the line moves forward. "I'll command [" and the line backs up. "Command [ again and I am back at the beginning however I have to add a bullet again to the line. Am I doing something wrong??

The decrease paragraph level does seem to actually decrease the level however the appearance of text on the page certainly does not seem correct. I shall get this logged for the development team
