you could use a brush to get this effect.

  1. Over the image, draw a rectangle and rotate it to a nice angle
  2. Select the Brush Tool (B) and choose a ragged edge brush (You can download Brushes if you don't have one that suits the effect you want)
  3. Then draw in the same colour as the rectangle following the rectangles edge overlaying the image.
