I think you're seeing two intended behaviors in Publisher: Tools tend to keep the last values you set for them, as (I think) that's what most users would want. And When you create a new Text Frame by linking it from an existing one it tries to duplicate the properties. Again, that's likely to be what would be useful in most cases. Possibly Serif will consider adding some kind of preference for that, or an easier reset mechanism.
