This is a cartoon satirising the misuse of America's Freedom of Information Act (FIOA) by people who are themselves insulated from investigation. The backstory behind this is complex but really involves the abuse of FIOA legislation by "charitable" organisations who go on fishing expeditions for anything they can spin against their government-funded competitors. In reality the government agencies are public universities doing medical and other research and the charitable organisations are well-funded but scientifically illiterate people who spin even fragments of emails against their targets. This toon reminds readers that there is a real cost to American taxpayers. Photo seamlessly combines art from Pixabay (boat, buzzards, boot, etc.) with photographic elements (the Fawkes mask) and other elements drawn directly in Photo using the pen and ellipse tools.
