Following making and refining a selection I select invert pixel selection but only one edge of the image shows marching ants.  If I then go to filter/blur the background does blur but reverts to original on apply.

How do I get marching ants all  around the background please?

I think the march ants on one edge not on the outside edges is a known bug.

Could you add the file to the post for us to look at?

Or show a screenshot with the layers panel in-shot too

Even though you cannot see the marching ants on all of the outer edges, they are there, you can check if you have the background selected by pressing the ⌘+X and the background should be deleted. 

Missing sides of a select all marching ants is a known issue and changes with zoom level. The team are aware of this though.
