Spacing Between Text Lines

This is probably a stupid question but I can't seem to figure out how to control the spacing in between pressing enter to start a new line. I'll attach two pictures of what I've done with changing the Leading Override from 2pt to 3pt. You'll see that there is a massive difference between 2 and 3 pt. Is there any way that you can control the spaces between lines more than this?

You shouldn't press Enter to start a new line. Enter is for new paragraphs. If you need to end a line early, use shift+enter which adds a line break.

There's a leading setting in the Paragraph panel:

I'm interested in this thread because I am also having a lot of trouble organising leading. I make adjustments as above but nothing changes. If I keep reducing the leading down to 1pt, still no change, then at 0pt it just turns into a jumbled as can be expected. So I know where all those adjustments are but they don't effect anything in the problem text. Then Dalan_fsu' suggestion worked. The problem then became that I want to use baseline grid. But it forces excessive leading in the footnotes at a smaller font. When I turn baseline grid off I can adjust the leading in footnotes as required but it screws up leading elsewhere. So how do I override the snap to the baseline grid b=for one particular text style?
