That will alter the dimensions.

Here’s another, probably easier, way to do it:

1. Create a new document, dimensions 15 cm by 10 cm

2. Use the ‘Place’ command to add the photo

3. Resize and reposition the placed photo so that the desired portion appears on the canvas

you could just crop at costum ratio, in this case 3 x 2, and on export change size to 15x10 cm.

Area is width times height, so if you make the area larger then yes, that will alter the dimensions. (This would be obvious if you just tried it.)

have you tried this

it is not like in photoshop where you can crop and resize in one go, in photo it takes two steps.

the size is not cropped at 15x10, but at a ratio of 15x10.

the size you can set at export, just enter 15cm in the first box.

That is because you are specifying a ratio, not dimensions. If this difference is still unclear, maybe this article about ratios will help. Note that in the flag & horse scaling examples, the height to width ratios remain the same regardless of the dimensions.

Have you tried the method I suggested earlier, using the canvas of a new document as a window onto your photo?

Having set the dimensions to the desired 15 cm × 10 cm, you don’t need to wrestle with the difference between ‘Absolute Dimensions’ and ‘Custom Ratio’. Only the contents of the canvas will be included in the result when you export the image.

With my method — or rather, @toltec’s method, since I’m pretty sure it was he who first described it here — you aren’t using the Crop Tool, so there’s no mode to select. You create a new document with absolute dimensions 15 cm × 10 cm, and you use that as a ‘window’ onto the placed image.
