Welcome to Affinity Forums :)
You can also do it through the menu Layer ▸ Arrange and customise the respective shortcuts in Affinity Publisher Beta ▸ Preferences, Keyboard Shortcuts section then setting the first dropdown there to Layout and the second to Layer. Set the shortcuts as you wish in the list below.

in the shortcuts section in the layout-layer option there is no action entered which can be assigned a keyboard shortcut
