I've set mine to 140% and I can just fit the dialog on my 1920x1080 monitor. What size and resolution is your monitor? If this was fixed for Photo, I'll try and find out why Publisher is affected. Update - So it looks like the dialog is bigger for Publisher as there are a few extra options. I'll see what the developers can do about it for you.
