adjusting spacing between paragraphs

You are right, it is not possible to run paragraphs overlap. You can though adjust character leading override locally. That is you have to select each instance by hand and adjust. I do not think you get around this (I thought maybe with character style and first row adjustment.. but I think there is no such selection feature in Publisher styles).

Here is what I meant. You have to select whole row (including trailing space) to make leading override to stick. You can select some additional text from the next row for the case you format text later and it shrinks. Leading effect affects only full rows.

Agree with you. For such an innovative program, who wants to make workflow faster, it should be included. 

adjusting every paragraph is a long winded solution.

I'm still not clear on exactly what you're trying to accomplish. But I thought I'd point out that your problem with spacing between paragraphs may be with the "space after" setting for your paragraphs. "Space Before" may default to 0, but "Space After" defaults to 12 points.
