A screenshot might let us see something amiss.

Check you are on the brush tool, with white selected, opacity turned up, flow turned up, the blend mode of the selected brush, protect alpha turned off.

I remarked sometimes - there is absolutely no reason and a lot of UNNESCARRY confussing  that tools like eraser/mask-painter, cloner, impaint, dodge... uses the current color-set, instead its only useful B/W (and its opacity in the tool-menue). The color-set should automatically switch to B/W if such a tool is selected and switch back to last (real) color-set if the real brush is select again....

Lot of confusing and extra steps could saved by just this simple smart-(option).
