Yes.

1. Download dictionaries from internet (https://github.com/freedesktop/libreoffice-dictionaries or other place).

2. Convert hyph_ru_RU.dic to UTF-8.

3. Convert case to lowercase.

4. Put files into \Publisher Public Beta\Resources\Dictionaries\ru_RU\.

It work for me.

It might be better to go to Preferences, Tools. and put the dictionaries into the folder listed there for additional dictionaries. That might make them more resistant to deletion when you install updates or if you have to uninstall/reinstall for some reason.

(It might be even safer to specify your own directory, rather than using the one that Serif provides by default, though I'm not sure if that's necessary.)

Not necessarily. The recent update did not damage the dictionary directory :)
