[1.6.5.123] New layer by "Add Layer" gets wrong placement

Hi,

I found that since the latest update the action "Add Layer" always add the new layer at the top of the hierarchy regardless of selected layer or group. The action "Add Pixel Layer" however works seemingly correct, placing the new pixel layer above the selected layer and within the same group.

I'm not the OP, but here's a recreation in Designer 1.6.5.123:

1. File > New

2. Add 3 rounded rectangles, in order Red, Yellow, Green from bottom to top and select the yellow rectangle:

3. Layer > New Layer:

Note that the new layer is at the top of the stack. For comparison,

4. Layer > New Pixel Layer (instead of New Layer) gives:

If the objects are placed on different layers, a new layer is added at the desired location.
