Zoom using Shift-Cmd-drag on multipage document bug

In a document with multiple pages, shift-command-drag should zoom in on the marqueed area but instead zooms in on the pasteboard somewhere above page 1.

 

Single page documents zoom in as expected. 

Using the Zoom Tool works as expected.
