Photo gives you a range of Page Presets for typical photo sizes. Like 6 x 4.

Print gives you a range of typical page sizes. Like A4

Press Ready does the same as Print but they are CMYK.

and so on.

Yes you can.

If you set the page size to something like 6 x 4 and Place (File > Place) an image in the page, you can then resize or reposition the photo inside the page. Any image outside the page area will not be output (although it is still there).

See the image bounding box. The image is being cropped to the 6 x 4 page size.

Note: You can't edit the image quite the same as it is an 'image' layer, not a 'pixel' layer. You will need to Rasterise it (Layer > Rasterise) which  will also permanently remove the parts of the image outside the page area.
