I don't think it's possible in Photo or Designer, without a lot of manual work. Make a shape that goes around the edge of the image. you can leave a gap/whitespace between the shape and the image or fit the shape tight up against the image and move on to step 2, else go to step 3. Make another shape that goes over the image and overlaps the edge a bit (you can adjust this shapes opacity in the Layers Panel to help you position it and adjust the edges to suit,) so when you subtract that shape from the first shape you made there is a gap between the image and the remaining shape. Now go to Layer > Convert to Text Frame. Paste your text and apply Justify to get a neat finish around the image.
