Welcome to the Serif Affinity forum :) 

The layers tab can be used to clip any object to another object by making it a child object of the current one. Is this what you meant?

Thanks Patrick. Technically, yes, I suppose that's what I'm looking to do, however the process seems like one more step than necessary. It feels like any shape should automatically be a frame, whether filled with a color or a photo. And once selected, it seems like I should be able to, with the mouse loaded with the image, click on the frame to paste it inside. Just a philosophical difference of opinion, but it would speed up workflow!

As there is "paste inside" in AD I would think the same command could be also in Publisher. On the other hand, dragging a layer to another layers thumbnail to create a mask makes same effect as far as I can see.
