There are many way to do this depending upon the exact situation.

Can you link to the Photoshop tutorial that you wish to mimic?

Also look at this post for other suggestions…

I know the tool you're talking about. I seriously wish Affinity Photo had it. Anyways, there's an easy workaround that takes only a few clicks more. I made a short clip for you, and for anyone else who has this problem (I researched this issue myself, only to find out they didn't have the tool)

Select -> Select Sample Color

Use Crl + U to open up HSL (color adjustment).

After you're done, use CRL + D to deselect.

 

I guess it's better than Photoshop in the sense that it's non-destructive; i.e. you can always turn on/off the adjustment layer. Let me know if this is what you were looking for.

Thanks for the suggestion! The tutorial I'm trying to match is this one! When the skin is edited to be more of a cool tone.

Yeah! It's so frustrating. It would be such a good tool to have! Thanks for the tutorial. I'll definitely give it a try.
