It would help if you explained what you meant by "not right" but if you are missing the second toolbar, the one that shows options & buttons based on which tool is selected, make sure "Show Context Toolbar" is ticked. That is the item just above "Show Toolbar" in @h_d's screenshot. If that is not what you meant please tell us what is not right about the UI.
