I usually purchase things online through Paypal. We want to purchase "Affinity Photo" for both computers. Do we purchase 1 licence from the App store for her computer and then also place it on my computer, or do I need a 2nd licence to have "Affinity Photo" on my computer. If you are both using the same Apple ID, then you can each download the app from within your App Store account. If you are using separate Apple IDs, you would still only require one purchase, and the app can be installed using Apple's Family Sharing feature.
