I’m looking for something that may not exist but hoping Photo and/or Designer will meet my needs.  I have begun working with mixed media to embellish book covers.  Below is an example of the type of art I am talking about. I would like to predesign my work on a computer.  Do you think Photo and/or Designer is capable of this kind of complex work? Thanks.

I think you would get more mileage out of Affinity Photo than designer visually. Using a Pen Tablet or if you have an iPad and especially the iPad Pro and Affinity Photo that would be a very nice concept art package, light and portable too. 

If you are looking for something more controlled and cleaner, with useable assets then Affinity Designer might be a better option. Basically assets are design components that you can reuse. Examples would be the Heart, and buttons in the image, and another would be the frame and the flowers. You could create the background and maybe the ribbons in pixel persona.

I think it all depends on how you work, both Affinity Designer and Affinity Photo have trials so I would download one and have a play then download the other and have a play.

Same as @firstdefence, I would do this in APhoto. Taking pictures of the differents parts, sorting them with transparent background in folders for reuse later…

Doing sketches and painting in APhoto, and adding buttons, flowers, etc., using layers, adjustements and effects to mix them together.
In APhoto you can use the perspective tool or distort grid so they would fit better.

Either could be used to make "mock-ups" using components of images to build up the final design.

However, you will presumably have to cut these "components" out from existing photos or web images before you start.  Placing them and moving them around on the page.

I think Photo would be a much better choice due to it's powerful cutting out and merging capabilities.

As the others suggest

Windows PCs. Photo and Designer, latest non-beta versions.
