If you have created an Apple ID, you are in effect already registered at the Mac App Store, although if you have not already done so you would need to furnish payment info like a credit card to buy anything there. Neither will you be able to use any of the other services Apple offers that require an Apple ID, like syncing between two or more Apple devices, Handoff, Airplay, Family Sharing, optional automatic app updates or background downloads, etc. Considering that Apple is famously obsessive about protecting user privacy & security, & that the only way to upgrade (as opposed to updating) the OS to a later version when it becomes available is through the Mac App Store, there is very little reason not to create a store account, whether or not one intends to buy anything there. In fact, if you do care about privacy & security, there are compelling reasons to complete the MAS registration so you can upgrade the OS.
