Hi TomášN,

Welcome to the forums. 

In the first picture, if you're talking about the red/green line, they are just snapping guides. Have a look at these tutorials:

•        Snapping and Dynamic Guides (1.5)

•        Snapping: Candidates (1.5)

As for your second questions, I'm not really sure what do you mean by :

Click on the menu button at the top right of the panel (looks like 4 closely spaced lines with a small triangle at the bottom right).
