this feature does not work “cut”

Hi Koshmare,
Welcome to Affinity Forums :)
After placing the second image on the document (the animals), tap it's layer in the Layers Studio to select it, then tap the ellipsis icon on the top left of the interface (the tree dots) and select Rasterise ▸ Rasterise to convert that layer to a pixel layer (look at the small letters over the layer's name in the Layers panel to identify the type of layer you are working with). You can then manipulate that layer at a pixel level (create the selection and drag it as you were trying to do).

Image layers are a special layer type that retains all the original image data - you can think of them as embedded images -. They are created when you use the Place an image on an existing document as you have done. They can be transformed globally (rotated, skewed etc) without losing quality but they cannot be edited/manipulated at a pixel level. For that they must be rasterised first as described above.

As well as what MEB mentions regarding rasterising the imported image,  I didn’t see you use the pasteboard cut or as I show here the duplicate function, also I show the rectangle selection but follow with the smart selection tool that I believe you will want to use to remove the white background.
