Inpainting tool doesn't always work

I have recently become a fan of the Inpainting tool. However, it doesn't seem to work if the image is one which is imported from the clipboard. Images loaded in from files work generally, but not ones from the clipboard.

On Windows, an image pasted in via the clipboard is an Image layer, while one loaded in via Open is a Pixel layer. As Inpainting works only on Pixel layers, a Windows user needs to Rasterize the Image layer before using the Inpainting tool.

I presume that Mac works similarly.
