Brush flow pressure doesn't work over multiple layers

Using a Wacom Intuos. When I use pressure settings for flow, the brush will render correctly over unfilled pixels, but previously colored pixels will fill erratically, resulting in jagged edges and sub-layer bleedthrough. This makes rendering and building up values absolutely impossible. New to Affinity photo so this may be a settings issue, but I lowered DPI and fairly certain it's not hardware related. I rely on this for income so please help if you can point me in the right direction.

Hi bhooser

 

Is this using the standard paiint brush tool or are you using the colour replacement brush? The edges around the brush strokes seem indicative of the latter which sample the colour underneath the brush when applying the colour. Are you able to confirm which one you are using?
