Enlarging, do you mean physically, ie double/triple the dimensions?
I would not recommend that personally.
Most printing companies can still deliver a good quality print at 120 DPI !
Suppose you have a photo of 45 cm x 30 cm at 300 DPI.
Lowering the DPI to 150 DPI, increases the photo dimensions to 90 cm x 60 cm.
While the resolution remains unchanged.
You'll need to do this in two steps.
1. 
Document > Resize Document
uncheck Resample
Lower the DPI to 150
and click resize
2.
Document > Resize Document
and click resize
