Unfortunately Affinity designer doesn't have Offset paths... yet!

Do you mean each line of the smaller triangle is the same distance from the edges of the larger one like this?

If so you will have to do this the really messy way, or do it by eye if you don't need it to be super accurate.

By eye is by far the easiest way and just requires you to duplicate the triangle and then scale it down using Shift + Cmd (Mac) or Ctrl (Win) and then dragging inwards. After that you can just nudge the triangle down until you are happy with the look and spacing. B|

The messy way is to find the angles of the triangle, create blocks with a width of say 5mm (see example below), rotate them, to the slope of the triangles two sides, stretch them so the overshoot each other then to the interesting points to draw the triangles. :D

Or Affinity can add Offset paths sharpish, like yesterday. :10_wink:

Is there possibility to making perfect selections in such example? (1)

This is a bit convoluted but assuming your triangle is a single triangle shape with a thick stroke & its tips are pointy (like if the Miter Join method is used with a high enough setting to do that), then Layer > Expand Stroke will convert it to a Curves object with just 6 sharp nodes:

Then you can use snapping as @dutchshader just suggested (beating me to it!) to create the second shape:

I wondered why that bit had been drawn in the original images lol, I thought they were going for a fancy multi-coloured border lol

I suppose you could always do stroke to inside and then Layer > Expand Stroke and use Geometry: Divide
