Are you saying that clicking on the "Close" button at the bottom right of the Welcome window does not do anything?

Hello RC-R,

Exactly, When I key in close it makes a sound. I cant quit the application and have no option to Force Quit.

Any suggestions?

Sounds like it's blocked inside some modal panel mode, maybe due to floating windows state (urging from the screenshot). - Use the Mac Activity Monitor and kill the running Affinity Photo process. Restart APh and see if the problem with an opened Welcome screen/panel still persists, if yes kill the running process again and perform an app reset to it's initials.
