Designer 1.6.2 / Layer jumps forward when moved.

Hi, I have just upgraded to Designer version 1.6.2 for windows. When I move a layer, either a image or a vector,  in the background, it automatically

jumps to the front of the art board. This happens when I use the mouse AND the directional arrows on my keyboard. Is there a setting that I am missing or

is it a bug?

if you are moving an object from outside the artboard to the artboard this is intended behaviour as objects placed on top of an artboard should be incorporated in the artboard. If you are moving objects that are already part of the artboard then they should keep the same z order

Thank you for the response. I am definitely doing something wrong then. Still relatively new to Designer, but I'll work on it.

This is happening to me and it is driving me NUTS.... it is enough to make me HATE designer... I have been looking for day s for how to stop this happening....  I could make my art board the size of a house and it still happens.... THIS IS A BUG, and I would love something more than "it shouldn't do it>... Sorry for being grumpy but it is driving me nuts

Specifically it happens when I try to move any object on the art board it jumps to the top..... I want to batter my head into a wall,.... this is SO not usable...
