The Sign Cut software is designed to only work with vector only images, in the SVG export option screen please enable the Text as Curves option and under Rasterise set this to Nothing and this will create a SVG with no raster objects and hopefully the Sign Cut software may open this file.

Ok, thank you. Since the text is actually an image - not an actual text object you can edit or text converted to (vector) shapes - you can't export it as vectors for the sign cut software. It must be recreated as text first before exporting to SVG (or other vector format). If you have the font used on that image installed on your system, select it a use the text tools to recreate the text from scratch (as a text object) so it matches the image. If you don't have the font or a way to get it, you have to recreate the text as vector shapes using the Pen Tool to draw each letter one by one or alternatively use a third party tracing software (like Super VectorizerImage VectorizerVector Magic etc) or web service (like https://vectormagic.com) to convert the image into vectors then adjust/clean the resulting shapes as needed.
