Please add layer's rename keyboard shortcut in menu

If the layer is selected, just "click" on its name.

Double-click in everytime would be better,  because the name is often edited while the layers are being moved.

It would be nice to have a hotkey for this, but F1 (at least on Windows) is the standard hotkey for displaying the Help. F2 seems the obvious choice, since it’s often used for renaming.

Yes, you're right. I usually unmap the help shortcut and replace it with my most used action. F2 is a really good choice as well.
