Trying to write a Macro

hi I am trying to write a macro based on the Orton effect but trying to drag Gaussian blur layer above brightness and contrast layer says it can be moved. any ideas

Can or can't be moved? - Usually drag & drop isn't supported in macro recording and thus you would always have to use the top arrange menu entries (one above, one below etc.) here instead.
