No idea how to copy orf files to iCloud

Are you able to get/have these files on a desktop machine where you can upload them using Dropbox? Unfortunately Photos can make getting access to the actual files a pain!

Try this. Open camera roll (I am assuming that is where you have these files), select the files and tap the Share icon. The following window opens. Tap Files and you should now see the ICloud option (among others). If not there, tap more and turn on iCloud).

If the files are not in camera roll, download and install Documents by Readdle (its free). You can load copy and save any type of file to Documents. Documents can then be used to copy it to other locations such as iCloud for you.

PS: I’m not sure if there is any difference if

1 - I work on the raw files in LR

2 - save the files to camera roll, which are now JPEGs

3 - open them in AP to focus stack and save as tiff back to LR

4 - save to camera roll

5 - upload JPEGs to web or to print

vs

1 -  Stacking the raw files in AP from photos

2 - save them to LR as tiff and process afterwards

3 - save to camera roll

4 - upload to web or to print

i would prefer option 2, so I could work the raw files in AP like dodging or burning etc... and not have to use JPEGs.

AP did work before with these hi resolution files , I really have no idea why it isn’t now. Hopefully  it gets fixed.
